(j3.2006) GB34 - edit change

The proposed edit for GB34 (last edit for 5.3.5.9) says

Change "in the {lower_bounds} argument" to ...

but the existing text does not have the "in".  I assume this is just a 
typo in the comment. I plan to delete the initial "in" for the actual 
edits, unless someone convinces me otherwise.
