I tried to down load this paper to the J3 web site.  It did not success - it said:

Please put this paper in both the m194 and m195 folders.  Note that the m194 minutes should be paper 11-157.  paper194 and paper195 both list the m194 minutes as 11-156.  J3/11-156 is "J3 Fortran interp letter ballot #23 - due 25-Mar-2011" dated 2011 February 18, in the m194 folder.
