Jim's "no" comment on F08/0050 was 

    I don't see how the new paragraphs make improvements.  The listed
    example is already prohibited by the two paragraphs being replaced.

The listed example is NOT prohibited by the paragraphs being replaced:

        If a specification expression in the <specification-part> of a
        module or submodule includes a reference to a generic entity,
        that generic entity shall have no specific procedures defined in
        the module or submodule subsequent to the specification
        expression.

The generic references in specification expressions in the listed
examples are not in the <specification-part> of a module or submodule.

One defect in those paragraphs is "of a module or submodule."  This
should be "of a scoping unit".  Another is that the original paragraphs
don't say "or its host scoping unit".  So the original paragraphs don't
solve the problem related to internal procedures.
