It already is one, and has been for some time.  This is the fifth edition... a 
bit too late to be saying "not worth standardising" now.

It doesn't seem to have anything to do with Fortran, or indeed C for that 
atter  - it references C90 not C99, and doesn't actually have proper language 
bindings anyway, so I think we can ignore it.

Quite, but I suspect that objecting on procedural grounds wouldn't go anywhere - 
as you say, ECMA have been getting away with ignoring this for some time.
