More like ECMA mischief.  ISO/IEC Directives, clause A.34,
subclause F.2.1.1 (page 69) say:

"In JTC 1, amendments to existing International Standards shall not be
submitted via the fast-track procedure".

ECMA have repeatedly and blatantly ignored this for years.
DIS 23271 says:

"This fifth edition cancels and replaces the fourth edition. Changes
from the previous edition (and thus also ISO/IEC 23271:2006) were made
to enhance and update this Standard".
