Clause 1.5 of 10-007r1 specifies what it means for a program to be
standard conforming and what it means for a processor to be
standard conforming.  Paragraph 1 of Clause 1.5 states

     A program unit (2.2.1) conforms to this part of
     ISO/IEC 1539 if it can be included in a program
     in a manner that allows the program to be standard
     conforming.

The example program I gave includes the example function from
interpretation F03/0110.  The program, as far as I can see,
"uses only those forms and relationships described herein" and
the program "has an interpretation" according to 10-007r1.
By the definition cited in the quoted text, the example function
conforms to "this part of ISO/IEC 1539."
