Bill left the following up to committee action.  I don't know what that
means at this time:

[20:17, 21, 25] Replace "be" by "not be less than" or "be greater than
or equal to". {It seems simpler in this context to require that the
lower and upper bounds arrays have the right size. I agree with the
point that this is not consistent with CFI_allocate and CFI_address,
but an equally compelling argument could be made for changing those
instead. Need committee input on this issue.}
