Just FYI - Van is correct.  The title of interp F03/0110 is incorrect in the vote summary in 10-254.  It should be "Restoring dropped restriction on ENTRY" which is the title of interp F03/0110.

The title of F03/0110 in the attached 10-254 is "Restoring dropped
restriction on ENTRY".

Is the title in the summary wrong, or should we be voting on an interp
other than F03/0110?
