OK, I think I start to understand the scheme. I was mislead by
http://j3-fortran.org/doc/standing/links/000.txt which states:

J3/07-016       Completed Fortran 2003 Interpretations

but I just saw that it does not list the newer documents but ends with:
J3/07-018 - J3/07-100  are unassigned
