Maybe not.

It depends on whether there are any changes (other than to the cover page, or 
affecting some ISO boilerplate only) in the IS.

If there are no such changes, 10-007 can be the final version.
If there are changes, there will be a revision.

At this point I have no idea of the likelihood of changes, but I will note there 
were changes in both F95 and F2003 between the DIS and IS so on past 
performance...
