Alternatives might include:

1) "Outmoded features", which is the word we use at [25:43].

2) "Deleted and obsolescent features", which is the wording we use at 
[25:39].

Option 2 very clearly parallels the content of the Annex.

An argument for replacing "decremental" is that is appears only in the 
Annex, lacking connection to places that refer to the Annex. 
"Deprecated" does not improve on that deficiency.
