Here is a new version. Many thanks to all those that have commented on my draft.

I have reworded the first part of 1.3.2 to report on the registration ballot as 
well as the approval ballot. I have reworded 1.4. I have reworded the third 
sentence of 2.3 (the one on development bodies). Other changes are essentially 
corrections of typos.
