entities eligible for these two intrinsics.

Recently, there was a J3 email discussion of EXTENDS_TYPE_OF and 
SAME_TYPE_AS. I 
think the conclusion was that the restriction on the types applies to the 
dynamic types. Here is a draft interpretation. Comments, please.
