Let's get it right: No one has the time and will to do this, and J3 should not
spend time on it. Using the C binding should be the *preferred* way to
interface, *unless* there is a reason why that would not work. In the case of
SQL, which I know nothing about, the use of a pre-processor may be the issue:
We do not have a way to use C macros in Fortran.
An alternative:
Use the C binding + ISO_C_BINDING module, but with some additional hooks to
support pre-processor commands.
I don't know enough about this binding to say if it can work.
