Specific technical issues aside, a liaison only makes sense if the  
two committees are actually going to coordinate. If the H2 committee  
(for whatever reason) has put further development of their Fortran  
bindings on hold, unless J3 wants to take up the task of crafting  
future H2 bindings (or J3 members wish to join H2 and form an H2  
subgroup ;>) ... what's the point of a liaison?
