None of those things.  As I recall, the primary motivation for even  
discussing it at the London meeting was simply to reduce the overall  
size of the language.  There was then some criticism of the detail  
and a proposal that it be removed and developed as a TR.  Sentiment  
for a TR cooled during the week and in the end it was deleted  
altogether with a suggestion that it be published quite separately,  
not as a standard.
