This position was proposed in my comments on YES votes.  I assume 
interpretations for which there are no NO votes pass as balloted, and 
comments on YES votes are meaningful only if there are NO votes and the 
answer needs to be rewritten.  So if there are not any NO votes on those 
interepretations, they ought to pass unaltered.
