Hmm...  I had been told 'published'.  Oh well, yet another
overly-optimistic observer of the standards process.  But
I couldn't find it on the ieee/sa web site either.

Let's see how it goes for a bit before being too pessimistic.
Time heals all wounds.  (I hope.)
