Nope. Generated with "dvips -t letter",
as the top of the .ps file says.
And the PDF document info says the size is
215.9x279.4mm ... which is exactly 8.5x11in
I didn't change anything in the LaTeX source w.r.t. this, so I would have
been pretty surprised if it had said anything else.

If ghostview gets it right (and it does, the top and bottom margins when I
look at them are clearly correct) why does your printer get it wrong?
(You seem to be guessing it has a big top margin because it's A4,
but it's not A4 and it doesn't have a big top margin.)
I guess it's possible there is something wrong with my dvips,
but since ghostview doesn't think so it rather points the finger at your
printer, printer settings, or printer driver. Or perhaps an unfortunate
interaction between my dvips and your printer/settings/driver...
I recommend printing from the PDF in any case, since that is the
official version.
My sympathy is slightly limited since everyone else in the world has always
had to deal with printing on different-sized paper for these J3 documents.
(Now I get it commercially printed which saves me a lot of hassle, and the
printer always asks me what to do about the "wrong size".) But if you or
anyone else cannot print from the PDF or PostScript, I can drop the DVI
file somewhere and you can play with that.
Is anyone else having problems with this?
