Sadly nothing so obvious!  There are blank lines everywhere, they just don't
seem to be producing the normal paragraph breaks for some reason.

I blame paragraph numbering, since surely that must have hooked the internal
paragraph processing (probably including end-of-paragraph).  Maybe if I
turned paragraph numbers back on for constraints it would work properly...

And constraints are a funny animal anyway (a list environment, not a
"proper" paragraph).  I tried putting \\ after the closing } and LaTeX
didn't like it at all ("no line to break" or something like that).
