In NOTE 8.38, the reference to ATOMIC_DEFINE is preceded and followed by
SYNC MEMORY.

Assuming the ATOM argument is a coarray, coindexed object, or
subcomponent of a coindexed object, Is there ever a time when it should
not be?

If there is no such time, the effects of SYNC MEMORY should be included
in the procedure. Perhaps it should be included even if there is a time
when you could get away without it, but it never hurts to do it.

This would make a reference to ATOMIC_DEFINE with such an ATOM argument
an image control statement.
