(j3.2006) ballot comments

Hello,

I must reformat the ballot comments for INCITS.
Our txt format will be accepted by special one-time dispensation.
However, neither Van nor myself can reliably read and write
Word doc documents.  Their use hardly befits an International
Standards Organization (but who's counting).

The doc file given to Van wasn't for the responses
to public comments, it was for the J3 comment on the ballot.
Since our 019 and 020 don't fit, I'll repair them
and send them to INCITS.

They also think we used the wrong words in the title,
but since these docs were written by Malcolm for Malcolm,
I'm not going to pay much attention to this complaint.

Otherwise, today's PL22 went swimmingly.
