(j3.2006) standing documents section changed

Hello,

I have repaired (my word) the standing documents page
on the web site.  The frame is gone, and there are links
directly from the table to the standing documents themselves.

The "most popular" format is the target of the link,
other formats are available via the "links" link.

Older standing documents are available
via the Historical documents link.

Please advise of any comments or concerns.
