IEEE SA is the IEEE Standards Association, http://standards.ieee.org/.
If I understand their web page correctly, individual membership is not
very expensive (it's actually cheap if you are already a member of any
IEEE society).

Ron,

Thank you for you interest, note, and hopefully participation, in the 
ongoing balloting of the P754R draft.

The changes to the draft have been extensive enough from the feedback of 
the balloting body, and other sources, through the comment process, that 
the changes in the draft are very difficult to track on a one for one 
basis.  Because of this I have terminated the current ballot and will re 
initiate a new ballot process, probably today, to support the review of 
the draft as a whole.  Many of the changes have significant software impact.

The current balloting tool of the IEEE SA requires a new request for 
balloters for the new ballot.  I will be glad to add any email addresses 
that you send me to the list of folks that will receive the invitation. 

This ballot will be carried out in the IEEE SA myBallot process and that 
will mean that the folks that wish to join the ballot pool must either 
be members of the IEEE and SA, or pay a balloting fee. This is balloted 
under the individual ballot process.

I look forward to additional software participation from the experts in 
your group.  Your timing is excellent!
