I don't recall that any decision was reached in plenary on Friday at 180 on
this matter.  We began discussing submitted paper 07-232.txt but
it did not ever come to a vote.  What is true and what can be determined
from the draft minutes already posted is that paper 07-232.txt did not
become a passed Interp at Meeting 180.
