Hello,

The argument in favor of combining them into one standard
is that they are intended to be one standard, and an implementation
is supposed to comply with all of it, or not claim so.

The argument against is that the one large standard
will be pricey, and some may want to have only the part
of interest to them.

On the CT22 mail list, the discussion is heavily in favor
of one standard, as it was not supposed to be published
as separate standards at all (the bureaucrats did it).
