Nice try, Dick.  Of course, all the current members who meet the 10-year 
requirement would immediately convert to Emeritus status to get out of 
the fee.  Why not just get rid of the fee completely?   My understanding 
is that INCITS is a pay-to-vote organization, so it seems really 
unlikely that they would go for a no fee voting membership option.

Is there a list somewhere of the people who are (1) not current members, 
(2) meet the 10-year requirement, and (3) are still actively interested 
in Fortran?  Would Kurt qualify, for example?
