(j3.2006) Mallory received INCITS Merit Award

At the recent INCITS Officers' Symposium, Mallory received the INCITS
Merit Award.  The attached citation was read.  Mallory's son Nathan was
also present.  Unfortunately the room was quite dark, so most of the
pictures didn't come out well.  I've attached two that did.
