I haven't had the chance to read the paper yet, but I thought the
"received wisdom" was that an external pre-processor isn't quite enough
to implement macros as defined in the draft standard
because intelligent macros can be stored into and retrieved from modules.
Or is the claim that this is not a sufficient differentiator from
ordinary pre-processor macros ?
