(j3.2006) Resubmitting J3 papers

Hello,

I was going to complain about this at the last meeting but we were too busy 
with technical work. The next one seems similar and I cannot make it to it 
anyway.

I am rather unhappy with the procedure we have, which requires the people that 
wrote up papers that did not get processed to resubmit them every time and 
update page numbers. We already did the work of reviewing the document, 
finding problems, and submitting papers, and just because subgroup did not 
make it to them should not make us at fault and burden us with redoing the 
same thing three times in a row.

I simply do not have the time to do this for the Feb. meeting with any level 
of detail and care. I'll come in May and submit papers, and only submit new 
burning issues now. Subgroups should take it upon them to identify technical 
flaws which were identified in meetings at previous papers but never solved.

Subgroups should also not avoid the difficult issues and defer them to the 
end, since this leaves the hard stuff and it is likely to slip off leaving 
technical issues unfixed and forgotten...
