I certainly hope the intended answer is that the way Bill wrote it, with the 
type declaration first, is legal. The other way around, using a type in a 
context that may require knowing things like its size (say a dummy is a VALUE 
argument) before declaring it, is not essential, but it shouldn't be hard to 
do and it helps the programmer organize the codes better.
