There is no syntax or mechanism in Fortran to specify that an interface 
body is for a C procedure.  This was one of the issues with this 
proposal. If a revised version includes a new LANGUAGE= specifier for 
BIND(...), then we could claim that the body is for a C procedure and 
have greater chance at consensus.
