I have tried to convince (explain) to J3 several times that this 
restriction is needless, but with no success. I am yet to understand 
why, something about the routine possibly being defined in Fortran or 
something like that, maybe Bill and Rob can explain it with an example.

Yes, folks on the committee do stick to this choice. I have formally 
submitted an interp on this, but the result seems clear (I don't think 
there has been time to process Interps as of late).
