(j3.2006) missing electrons

Bill is correct twice:
  - Van is providing 07-117r1 as a post meeting paper based on a Friday
{16-Feb} vote.

  - 07-148r1 was in the Wednesday folder and passed Thursday

I think all meeting #179 papers should be preserved and put in the post
folder. So intermediate revisions may be important to track the outcome
in the last revision. We've always done this so I see no reason not to
continue doing this.

/Stan

I think Van was writing 117r1.

148 was taken back for more work. 148r1 was passed Thursday morning -
paper is in the Wednesday folder.
