Kulisch HAS complained. Many times. That his proposals have been  
rejected isn't the same thing as "no one has considered them".

No, it was dropped because we couldn't converge on an approach. LS  
has repeated the position of many, which was an anathema to those who  
wanted an intrinsic approach.

There was nothing unstated; our goal was to have success which comes  
from gaining consensus before blasting papers out. No amount of arm- 
twisting got things moving towards consensus.

Having watched the dualing papers of the various BIT camps (just to  
name a single example of many) made that seem an entirely  
uninteresting approach.
