Nope.  It talks about TC/SC.  The one in charge of IS 1539 is SC22.

SC22 has these, as does JTC1.

None of those would seem to be J3.

The "appointed maintenance team" would seem to be WG5 if anything,
but I suspect neither of those exist.

J3 is not an ISO TC or SC.
