Before I could begin to understand how/whether this affects us,
I'd have to know the referents for the terms.

I assume we are a "committee responsible for a standard", however
I'm not aware that

o we have P-members   (are these different from members)
o there is an appointed validation team
o there is an appointed maintenance team

Are all of these J3, for INCITS purposes ?
