(j3.2006) domain name move status

All appears to be well with the j3-fortran.org domain name move, and the new server.

No need to change any old email contacts. Complaints and suggestions welcome (to me).

Dan Nagle is now the official librarian, so please send new paper # requests/electrons to Dan.
